Law 21/2024⁽⁺⁾, formally titled "Për disa shtesa dhe ndryshime në ligjin nr. 81/2017 'Për zonat e mbrojtura'" (On some additions and amendments to Law 81/2017 on Protected Areas), is an Albanian parliamentary law adopted on 22 February 2024 and published in Fletorja Zyrtare shortly thereafter. It amends the existing Protected Areas Law by introducing the category of "tourism of excellence" as a permitted activity within protected landscapes, and transfers authority over construction rules within protected areas to the KKT. It was introduced as a members' bill, bypassing mandatory regulatory impact assessment. It survived a Constitutional Court challenge on 31 July 2025 by a 4-4 tie. Its repeal is an explicit condition of Albania's EU accession negotiations under Chapter 27 and was called for in the European Parliament's most recent resolution on Albania.
